Abstract


The implementation of standard improvement policies has not extensively reached the educational standards. There are various factors behind this, such as the unplanned use of input-output analysis approach; the implementation of national education through a centralized bureaucracy; low level of community participation in education. An established effort to promote educational standards is by reinforcing the community participation. Besides, an established effort to increase the level of education is by accommodating community aspiration and exploring their potential in order to warrant democratization, transparency, and accountability by means of Board of Education Forum and School Committee.
